Are you sure? If i'm not op it does not allow me to break or mine the spawners and i have the permissions in there (spawner.break.*: true)

That's what SuperPerms is. It should work fine.
Is it possible to make it support bukkit permissions too?

It uses SuperPerms. Make sure you are running the latest beta release http://dev.bukkit.org/bukkit-mods/spawner/files/9-spawner-v1-7b/

All of the spawners on the default bad_entities list do nothing. Add giants to that list. I don't know why but maybe some kind of bukkit or vanilla issue.
When using the EXPorb spawner and ThrownExpBottles spawners they don't do anything, I've tried the boat one as well, none of which do anything. All they do is show the item spinning in there..

Allows players to break spawners as normal.
Use spawner.break.* to allow all spawner entity types.

can i put a custom spawner in a kit? like say suppose a cow spawner in kit for donators?

Figured out the problem. I forgot to update the documentation on the main page, but it is in the changelog. break and mine permissions were broken down to support entity types like spawner.break.zombie or spawner.break.creeper etc. You can also use spawner.break.* for all of them.
