Muni is currently being rewritten by breezeyboy.
Muni is a town management plugin for Bukkit servers.
It provides 4 commands: /town /deputy /mayor /townadmin

Reason for Muni:
There’s no good town plugin! Towny has weird plot sizes and takes too much effort to configure, World Guard is great IFF users have full control (and tutoring) over plot size, Grief Prevention doesn't have special regions, and MCTowns has an overly complicated region hierarchy. Muni seeks to fill the void of the town plugin in the world of Bukkit servers.
Overall Description:
Muni provides a town interface for players to use. Mayors have full control of their towns, deputies have elevated rights, and all citizens can change towns as they would like to. World Guard borders will be used to protect builds and is expandable by the officers as the town grows. Special sub-regions can be bought, such as regions to heal players and or enable PVP for the town arena.
Citizen Abilities
- Apply to a specific town for citizenship
- An application or invite binds the player to a town
- Before applying to another town, they must do /town leave
- An application or invite binds the player to a town
- Accept an invite from a town
- Leave town (/town leave)
- Pay taxes (/town payTaxes)
- Check Town Bank balance (/town Bank)
- Automatically gain build rights inside town
- (Future) Vote
Deputy and Mayor Abilities
- Set tax rates (/deputy/mayor setTax/setItemTax #)
- Use Town Bank (/deputy/mayor bank check/deposit/withdraw #)
- Resign from officerships (/deputy/mayor resign)
- Manage Citizens (/deputy/mayor kick <PlayerName>)
- Buy Town Border Expansions (/deputy/mayor expand)
- (Future)Change region greetings
- (Future) Allow for contractors to have build rights (without citizenship)
Mayor Abilities
- Set Deputies (/mayor deputize)
- Rank up town (/mayor rankup)

Metrics
This plugin utilises Hidendra's plugin metrics system, which means that the following information is collected and sent to mcstats.org:
From Metrics:
A unique identifier
The server's version of Java
Whether the server is in offline or online mode
The plugin's version
The server's version
The OS version/name and architecture
The core count for the CPU
The number of players online
The Metrics version
From Muni:
The count of towns, citizens, and town ranks
Which database is used, MySQL or SQLite
If you wish to disable this feature for Muni only, you can disable it in Muni's config. If you wish to disable Metrics for any plugin, do that in the plugin folder for the Metrics plugin.

I want to second this (adding ticket for feature request). I use Hyperconomy on my server too, and having Muni provide Mayors with Hyperconomy specific permissions would be valuable.

Hello all, sorry for the slow development this past month or two. I am finally no longer homeless as of sunday and expect to have internet again by the end of the week. I will get back to coding ASAP! Im glad to have the encouragement :)

The command list needs to be updated with some explanations. I see more commands in game than I do on your Command list page. Most seem to be self-explanatory, but it'd be nice to have a reference.

I'm not familiar with HyperConomy but it mentions Vault on the page, and Muni uses Vault to do all of its money transactions. All item transactions are done directly through the Bukkit API so there is no worry there.
I would be curious if it works. Can you test it before you make it live on your production server? I can test HyperConomy compatibility but it may not be until next week as I have a busy next few days.
Is this compatible with Hyperconomy? It's the only economy I use but I'm looking to add towns to my server.

Its ok, no worries. I'm actually not sure why you're getting that message instead of the commands, so help me out with some info. You can respond to this as a PM if you want to keep the info confidential.
What Operating System are you running? (Windows XP/7/8, Linux (which flavor) or Mac OSX)
What version of bukkit are you running? (From your server console, do /version)
What other plugins are you running and are they making subfolders in the plugins/ folder properly? (are there other config files that work correctly)
Have you ever run the server as an admin (linux: as root or under sudo) and now you're running as a regular user?
I wonder if you don't have folder permissions a little wanky. It should be creating a folder called plugins/Muni and inside of Muni, there should be a config.yml. You can download the latest version of the config here: Config on Github
If you are running linux, I can help you through an SSH session since I'm curious what the bug is. If it's Windows, we can figure something else out.
sorry XD I'm new at all this, i started a bukkit like, a week ago, and I'm unsure how to get to the config previously mentioned. I do want to get this bug fixed however, so i will try to help out however i can, i just need simply instructions

I have gotten a few reports of this. It sounds like the plugin is not registering correctly as that is the default text in the plugin.yml file that defines the commands. Please stop your server, enable debugging in teh config, and restart the server. Then upload the logs/errors to pastebin (or whatever) and send them to me here or via PM.
I'd like to fix it, but so far everyone who's reported it has not gotten back to me with relevant info.
when i try to type any command, all it says is '/muni help' or '/town help', e.t.c but when i type in '/muni help' e.t.c it says the same thing. What is going on?

Well maybe you can come up with another idea but can you at least add the the mayor idea and then people can choose which war method they would like? Also I have a server and it is currently using MCTowns and that has to war support and bad claim mechanics. Can you make a war system and plot systems?

I was considering that option, however there may be inactive citizens of either town so it would have to work on a majority of the citizens instead of all of them. Also, I do like the idea of having to keep the mayor safe...
Yes Fianally!!!! For the war system I think you have the option to set it to 1, if the leader of the town dies, then the war is over, OR, 2, if all of the villagers die.
