<player> is the name of the player, <world> is the name of the world, <duration> is an integer time, in hours. These commands work from the console, just remove the preceding "/"

unban wont let me specify a world, it just takes the world I am currently in even if I specify a different one.

This is not a good place to post problems, I do not check here often. Making tickets is the most effective way to get my attention. Anyhow, if you want to specify a world, a player's name must also be specified, even if it is yours. Did you remember to type /hcw unban <yourname> <world> ?
