Shopkeepers
Set up custom villager shopkeepers that sell exactly what you want them to sell and for what price. You can set up admin shops, which have infinite supply, and you can also set up player shops, which pull supply from a chest.
It will also prevent any other trades with non-shopkeeper villagers, if you want it to.
For those who are simply looking for a convenient way to modify the trades of vanilla villagers (as an alternative to using complex Minecraft commands), the plugin also includes a graphical editor for regular villagers and wandering traders.

Supported server versions
Shopkeepers supports the latest versions of Bukkit / Spigot.
Note that this plugin is created to work with CraftBukkit (or alternatively Spigot). Bukkit does not have an API for some of the things necessary to make this plugin work. This means that other server software (Tekkit, Forge, Cauldron, etc.) will not work with this plugin.
Other CraftBukkit or Spigot derivatives/forks might work, but are not officially supported. So if you run into issues while using those, try to reproduce your issue on a fresh and up-to-date Spigot server first.

Statistics
This plugin uses bStats to collect anonymous plugin usage statistics. This helps me to determine how many servers are using the plugin, which Minecraft versions it is used with the most, and to which degree the different features are used.
Here is a list of all currently tracked information:
- Common information: The number of servers using the plugin, the number of players on these servers, online mode, Minecraft version, plugin version, core count, system arch, operating system, server country, Java version.
- Shopkeepers specific information: Whether specific related plugins are used (Citizens, Towny, WorldGuard, Gringotts, other Vault economy plugins), number of shops, whether player shops are used, whether certain features are enabled in the config (ex. WorldGuard/Towny compatibility, Citizens shops, delayed saves, colored names, chest protection, removal of inactive shops, tax rate, strict item comparison, purchase logging, disabling of other villagers, ..), the number of worlds containing shops.

If you want to disable bStats for all plugins on your server, edit the file plugins/bStats/config.yml, or alternatively disable it only for Shopkeepers by setting 'enable-metrics' to 'false' inside the Shopkeepers config.

Third-Party Add-On Plugins
Sometimes a feature is either to specific to include it directly into the Shopkeepers plugin, or I did not yet have the time to add something similar myself. The plugins listed here extend the functionality of the Shopkeepers plugin.
These plugins are maintained by other community members. If you run into issues while using any of these add-ons, try to first reproduce your problem without any add-ons before you report it.
ShopkeepersNavAddon(abandoned): Adds inventory-based GUIs that allow you to browse all player shops, all admin shops, and to find shops that trade a specific type of item. You can teleport to a particular shopkeeper by clicking a button inside the GUI.
This plugin also integrates support for trading with Vault-based currency, but does so by replacing Shopkeepers' normal trade handling.

How to use money instead of trade

Well, I just tested and I can create the other, enabled shops just fine with sign shops being disabled. So I don't think that it is something related to the sign shops.
Make sure that you have the permission to create shops other than sign shops.
If you can't figure it out, I can try again if you create a ticket and attach your config, as well as a description of how you are trying to create a shopkeeper. I will then try with the default permissions setup (aka: no permissions setup).

Make sure that 'enabled-living-shops' is not empty. If it is, let your config regenerate.
i use the v1.77 for spigot 1.10.2 and use a new config and want to change the item from vollager to paper and disable the sign-shops. The change of the item works correct but if i changed in the config "enable-sign-shops: false", i cant create a new shop. All the time it cames "you dont have the permissions to do this." what is the problem with it?

You will have to be more concrete if you expect help. Best your create a ticket and describe step by step what you are doing, what you expect to see and what you see instead.

It was, but then I copy/pasted the config found at http://dev.bukkit.org/bukkit-plugins/shopkeepers/pages/default-config-file/. I can try to let the plugin regenerate the config later tonight and see if that fixes it. I'll let you know.

Make sure that your 'enabled-living-shops' is not empty. If it is, then you might have to let it regernerate your config.
For some reason I can't summon a shopkeeper using an egg (or any item at all for that matter). It just keeps saying "You don't have permission to do that" (or something similar to that). I've tried changing different things in the config file and I have double checked that everyone has the correct permission in PEX. Is there a configuration option that would disable this from working or something?

Update: i found out!
if a player clicks another players trade-shopkeeper chest the moment the shopkeepers "refresh" (teleport 1 block above their initial position) he is able to access the chest and rob all the items out of it, making the whole plugin useless for my needs :S
sadly i didnt find an option to disable that automatic refreshing either so i could atleast stop it temporarily.
please update this as soon as possible, its still an awesome plugin! :)
It keeps happening that player are able to "rob" other players shop chests.
i didnt figure out what causes this yet but it only happens occasionally. still i guess i dont have to tell you that this is a game breaking issue :/

Okay, I can reproduce this. However, it seems to me that this is default minecraft behavior: If the trade is setup with an item without any data it accepts any item of that type regardless of data.
This however is already the case even since the MC 1.8 trading changes.
My guess for why you are experiencing this change in behavior is that in the 1.10 release of shopkeepers I removed the 'use-strict-item-comparison' setting. This setting was rather 'hacky' and only left in because of MC 1.7 support: In 1.7 MC didn't perform strict item comparison at all even for custom items.
As this setting isn't a perfect workaround (Example: Minecraft would still display the trade result item, as if the player could perform the trade. It will cancle it only when the player tries to actually grab the result item. -> Unexpected behavior for the player)
I would currently prefer to not add it back in and simply refer to wanting to stick to minecraft's trading behavior.So your best way of fixing your issue would currently be to use an item with custom data, like a custom name, lore, or anything.Edit: Actually, I could add that setting back in. However, as mentioned, it isn't a perfect workaround and it will affect all your other shopkeepers as well. Usually I would recommend trying to stick with minecraft's trading behavior in order to avoid unexpected behavior, and because this 'feature' might break or get removed again at any time in the future.

Just item without additioal NBT data that must be in vanilla. Yeap, 1.10 trades changed, i think. Cause at 1.9 players cant trade for example enchanted book with Sharpness for item, cause they must have enchanted book without ANY enchantment on it.
