Here is a the major todo list for TotalQuest.
ToDo - high - Needed for first release
- Top priority - Finish menu API (support for external use, Spout)
- Quests: Location, kill mob, gather
- Create a quest in-game
- Solid plugin permission support (not as a reward)
- Fix bugs (http://dev.bukkit.org/server-mods/totalquest/tickets/)
ToDo - medium
- Implement Citizens support - Done: Start a quest from an NPC
- Implement iconomy support (usage of Vault) - Done: reward money
- Show (basic) help
- Implement plugin permissions
- Implement daily quest
- Citizen support for quests (talk to this NPC etc.)
- Show completed quests
- Implement more quest objectives (gather, pvp etc.)
- Implement permission support (as reward)
- Prioritize suggestions (http://dev.bukkit.org/server-mods/totalquest/tickets/)
ToDo - low
- Show full help
- MySQL support
- Web gui for making/editing quests
Done
- Save player inventory to file when using the menu's
- Show decent active quest list
- Implement all mobs
My order of priority on stuff would be as follows, based on my server:
1) Permissions
2) Show Help (I'm assuming this shows basic help information and commands for players)
3) Iconomy
4) Citizens
5) Permissions Rewards
6) Everything Else
What do you mean by "daily quests"? A different quest every day?

With daily quests I mean a quest you can do once every day. (For example you can have a gathering quest where you deliver 4 diamonds for 100 money. But to remove exploitation you can only do this quest once a day.)

Thanks. I've adjusted the priorities a bit.
As I think you are going to be able to make a quest through maps, does that mean you can remove them too? If not that would be a good feature to implement, even if done by commands.

Yeah. I always see people having trouble editing YML files (using tabs or what not.) So I want everything to be editable in-game through the menu of TotalQuest.

Everytime I attempt to download this plugin after extracting it I get :
