Watcher
This is a simple plugin that I made. A lot of the credit should go to CorriePie for her input. :)
This command allows you to see what other players see. It comes with one command, that being /watch [playername].
Commands
- /watch - Sees what another player sees
Permissions
- watcher.watch - Allows a person to use the /watch command

FAQ
Will I see if they are using an x-ray hack?
No. You will see your own texture pack
Will I see their computer screen?
No. You will see what their player is seeing.

The lag is your server lag, Not the plugin. The server is taking too long to send the information of the player that you're watching to the plugin (And then back to the server, and then to your client). As for not switching you back to your player, using the /reload command can sometimes cause that.

yea your right it works fine, but not very good
some times it gets laggy, and some times i cant switch back to my player

You're the only report I've had of this. I can't figure out why it would be happening and no one else has had it happen. It may be a conflicting plugin.
Seems to cause watched players to experience a freezing effect, where they can't move. It's weird.

Didn't mean to get overly excited. But this plugin is completely original code and I was completely unaware of his plugins existence. I'm sure his plugin is much better and it has been around much longer. I don't think that mine being here is going to take any of his potential users.

Get your shit straight please. If you read further back in the comments you will see that i was completely unaware of "Spectate" even existing. I made this plugin purely for use on my server and then decided to release it. After doing so I found out about Spectate. Don't bitch to me about stealing ideas. If you like his better then use it. I really could care less.

That's not possible. In fact, That's illegal without his consent. Invasion of privacy laws prohibit such a thing.

Could you make it so that I am actually looking at his screen (to check for xray) but that I will not be able to see stuff outside his minecraft screen?

No. You can see what their player sees. You still see what's in your hand and inventory. You do not see their computer screen. Just what they're seeing.
So I can see their screen, like I can see if the player i am looking at goes on the internet?

Just another note to people upgrading the plugin, the new update you have released doesn't have a capital W at the start (watcher.jar instead of Watcher.jar).
Depending on your OS setup, these wouldn't be recognised as the same file, so you can have both watcher.jar & Watcher.jar in the same directory, delete the old one if this is the case.
