This seems like an internal issue and I am not sure what is causing this. I deleted the new file, try going back to v2.1.9.
I will try to fix this tomorrow.

Then delete the world spawn using /delspawn -w
all players spawn at the worldspawn

If you mean "If a player dies or if a new player joins the server they must spawn on the (main) spawn.", remove all spawns by deleting the spawns.json and then just use /setspawn.

That is just /setspawn.
But commands like /setspawn -w will override it.
the arguments -n -w dont work
