Added a config option to make Cybermen and Ice Warriors use coloured leather armour - always_use_leather: [true|false] - this may make them look better when the resource pack is not being used, however it is a server wide change as there is no way to detect if a player is using a resource pack
Fixed the potential for Cybermen and Ice Warriors to spawn in more numbers than the maximum set in the config
