Storm Sync Setup Tutorial

Download the latest version of Storm Sync
Place the .jar file into your server's 'plugins' folder
Restart your server to allow the plugin to generate the config file
Open the 'config.yml' file in '/plugins/Storm Sync'
Change the value of 'delay' to how often you want the plugin to sync (in seconds). Default = 600 (i.e. every 10 minutes)
If you are using a multi-world system, change the value of 'world' to the game name of the world. If not, move on.
Set the value of 'startsynced' to true if you want the server to start syncing automatically.
Keeping the config file open, open a browser and navigate to: http://past.theweathernetwork.com/
Search for your city (or nearest if yours is not there)
Scroll down to the bottom of the page
Click on the RSS/XML button
You should get something like this (if you use firefox, however if you use another browser it may be displayed as raw XML)

Copy the entire URL to your clipboard
Now go back into the config file and paste into the value of 'url', replacing the old value.
Restart your server.
