Ok so I know, that configuration is really confusing, so on this page I will explain it step by step, I Won't put it in code form so it doesn't have weird things on it, so # will mean its not part of the config, here we go

#so basically, that makes :) into the word YAY
Faces:

#ok, so the Faces list will soon be removed, but for now, it just tells me what each smiley is
:)ci: true
#ci means case ignore, so it wont matter if its upper or lower case or any of that kind of stuff
FacesWPerms:
- :)
#so this basicly means you need the permission smiley.:) to use the smiley
:)Price: 1000
#this makes it so to do /smiley buy :) you need $1000
#ok ok, so finally, you put it all together and it looks like
