Shopkeepers
Set up custom villager shopkeepers that sell exactly what you want them to sell and for what price. You can set up admin shops, which have infinite supply, and you can also set up player shops, which pull supply from a chest.
It will also prevent any other trades with non-shopkeeper villagers, if you want it to.
For those who are simply looking for a convenient way to modify the trades of vanilla villagers (as an alternative to using complex Minecraft commands), the plugin also includes a graphical editor for regular villagers and wandering traders.

Supported server versions
Shopkeepers supports the latest versions of Bukkit / Spigot.
Note that this plugin is created to work with CraftBukkit (or alternatively Spigot). Bukkit does not have an API for some of the things necessary to make this plugin work. This means that other server software (Tekkit, Forge, Cauldron, etc.) will not work with this plugin.
Other CraftBukkit or Spigot derivatives/forks might work, but are not officially supported. So if you run into issues while using those, try to reproduce your issue on a fresh and up-to-date Spigot server first.

Statistics
This plugin uses bStats to collect anonymous plugin usage statistics. This helps me to determine how many servers are using the plugin, which Minecraft versions it is used with the most, and to which degree the different features are used.
Here is a list of all currently tracked information:
- Common information: The number of servers using the plugin, the number of players on these servers, online mode, Minecraft version, plugin version, core count, system arch, operating system, server country, Java version.
- Shopkeepers specific information: Whether specific related plugins are used (Citizens, Towny, WorldGuard, Gringotts, other Vault economy plugins), number of shops, whether player shops are used, whether certain features are enabled in the config (ex. WorldGuard/Towny compatibility, Citizens shops, delayed saves, colored names, chest protection, removal of inactive shops, tax rate, strict item comparison, purchase logging, disabling of other villagers, ..), the number of worlds containing shops.

If you want to disable bStats for all plugins on your server, edit the file plugins/bStats/config.yml, or alternatively disable it only for Shopkeepers by setting 'enable-metrics' to 'false' inside the Shopkeepers config.

Third-Party Add-On Plugins
Sometimes a feature is either to specific to include it directly into the Shopkeepers plugin, or I did not yet have the time to add something similar myself. The plugins listed here extend the functionality of the Shopkeepers plugin.
These plugins are maintained by other community members. If you run into issues while using any of these add-ons, try to first reproduce your problem without any add-ons before you report it.
ShopkeepersNavAddon(abandoned): Adds inventory-based GUIs that allow you to browse all player shops, all admin shops, and to find shops that trade a specific type of item. You can teleport to a particular shopkeeper by clicking a button inside the GUI.
This plugin also integrates support for trading with Vault-based currency, but does so by replacing Shopkeepers' normal trade handling.

Little bug:
set language to "de". Do a shopkeeper reload -> Error, because umlauts.
Solution: Alter the created language-file to UTF8 without BOM.

You can use whatever item you wish as currency.

I'm actually about done with a plugin that does just that - Rebalance Villagers. The next update adds full config for the offers which are generated, and also adds compatibility with this plugin. I've just got to wrap up the default and vanilla config files, and I'll be posting it.
Sorry if it's against the rules to mention another plugin like this.
FEATURE REQUEST: Use vanilla villager trade system, but allow admins to change their trade requests, edit the trades, and amounts.
Feature request #1: Each type villager have option use separate currency items, Feature request #2: Each type villager have separate permission
I would like my blacksmiths to use iron, iron blocks, Cooks, and farmers to use gold nuggets and gold ingots, Libriarians use diamond and diamond blocks, finally Priests and Villagers to use emeralds/emerald blocks.
This would only be determined at set up time. So could set a purchase in one currency and then change the villager profession to set the currency in that currency. Useful for blacksmiths selling both diamond and iron tools.
The profession permission would be used to allow new players to use Farmers and Cooks only, While limit Priest to senior players and Villager as strictly admin only.

I am not sure if this was asked. But i read somewhere that villagers can only be traded with for 15 times and that is the end of the next. ".nextInt(15)"
Is this true or does will this plugin support unlimited amount of interactions per player with the villager?
Could you make it possible to set non-villagers as shopkeepers, so I could have a retired creeper selling tnt, or a talking ocelot sell creeper drops?
could you allow lapis as a cheaper currency? it's also kind of a useless item(like emerald) that may be useful for trading :)
the plugin seems to disable itself randomly no errors found in console however occasionally the villagers just revert to villagers or just disappear completely
So, I'm immensely impressed with this lovely jewel of a mod and I started adding it to my little server and I got it so the server boots and I know it recognizes the mod. Now for my problem... the moment I press enter after typing /shopkeeper I get a glimpse of some green text, the right-click location I believe and my client crashes. No black-screen, just crash. The server can be rejoined after I remove the save file of the shopkeeper.
Did I do something wrong? As far as I could tell I followed everything to the T. Is there something client side I was supposed to install as well?

You could do away with emeralds all together if you set the currency-item to nuggets and the high-currency-item to gold bars.
Me I'm planning on using a Diamond to Emerald (10 Emeralds to 1 Diamond) system with a "banker" (aka admin shop) that can exchange one for the other. I'm also going to use MineralManager to make Emeralds regeneration higher than Diamonds and the program I'm making the map with (WorldPainter) lets me set how rare any resource are.
Can you make it so more than one player can buy at a shop at one time?
This is how I have set up the values
1 emerald equals 1 gold nugget
I did this because gold is easier to obtain then emeralds, how ever you set up player shops with emeralds.
So what I have done is created several exchange keepers that will take a gold nugget and give you and emerald or a gold ingot for 9 emeralds that way you can use the emeralds for the player shopkeepers.
This seems to be working quite well so far. I would like to hear how others have done things. The more simple the better.

Well said. I plan on trying this mod with MoneyDrop, a plugin that lets you specify a chance to drop (and a range of how much is dropped) gold nuggets on monster kills. So I'll use an actual in game item, gold nuggets, as my currency. (I may look at Emeralds for the high end items though, not sure yet). The added benefit is that if you actually mine gold, you have actual currency in your hand right there, which obviously makes sense, it's gold after all.
I'm considering using one of the ranking systems (pay to go up in rank), and restricting certain blocks, the size of residences, and locations of the world that are accessible, by rank. Now my gold nugget currency is even more valuable, and there's a further motivator to earn money, aside from "I don't feel like looking for <random item here> so I'll just buy 'em."
