Fixed bugs related with disabling runes and other disabled-runes.txt features

This version works on 1.9, see known caveats

Activating automation designator can be somewhat tricky as rune activation has priority to delegating the center block as a trigger.
Blocks added in 1.9 are worth 0 energy.
There might be issues with the new offhand slot(have not found any yet).
