RPGHealth
Overview
RPGHealth is an unique plugin, unlike many others, that allows you and your players to level up your HP by killing other players or mobs. This plugin finds it's place on every type of server.
- It makes PVP more fun and adds a new challenge, instead of collecting diamond gear.
- With survival, a whole new objective gets added.
- Minigame servers, for a new type of 'skill'.
I've completely redone the coding of this plugin, to make it even smoother and to improve what the plugin does, such as new animations.
Commands And Permissions

Configuration
This is an explaination of how the configuration file works.

Localization
You can change the messages in messages.yml or download presets of this file.
Updates
RPGHealthPlus checks spigotmc.org for updates and will notify Ops if a new version is available. You can disable this in the config file.

Metrics
This plugin uses Metrics-Lite to track anonymous data about servers using this plugin. It has no impact on your server's performance. You can see the statistics here. If you want to disable it, open the configfile in /plugins/bStats and set enabled: false.

What craftbukkit version are you using? Try a different one.
I updated java to the latest version but it stil says the version is outdated for the plugin?

Not possible. You can only increase hearts after 1.6.

The mob spawner portion is not working correctly. No matter what I have in the config I get a full level up from spawner mobs every kill

It means that your plugin takes too long handling the EntityDeathEvent(EntityDeathEvent event){}

New in V1.3
Can there be an option to have a minimum possible amount of HP? I have this plugin set in conjunction with another plugin to cause the player to permanently lose 1 full heart upon death, but there's no minimum limit, making it possible for a player to have only 1 Heart (and causing error message spam in the console if it tries to subtract more). The plugin is amazing though and it adds a great deal of challenge when I set everyone to start with only 5 hearts!

Also, if you didin't know, there's a limit of hearts you can set (because of your question about hearth scaling).
Not % per player, the setting would globally affect mob spawner xp. I don't think that's odd. People come across spawners naturally, to not give any XP for the kills kind of sucks, and to let people farm full XP also kind of sucks.
I hope you can get this working for 1.6.4, I went with that version of bukkit just because of plugins that weren't up to date with 1.7.X, so now I've put myself in a tough spot.

I do not see why this plugin would conflict with other plugins that have an XP system, since it doesn't use the vanilla XP. The % per player is a bit odd, and for the limited hearts but still more HP.. I'll look into it.
Also, this plugin uses packets and therefore needs to be changed to work with 1.6.X.
