What steps will reproduce the problem?
    1. Having a modifier can make it much faster to choose the appropriate row then scrolling to next one.
    2. Since you only scroll forward or back having a modifier will make it easier to move between rows that are not contiguous.
    3. Gives you the ability to plan out your inventory rows and choose them based on what your doing. Redstone row, grecian building row, world edit row etc.

What is the expected output? What do you see instead?
    Works great for current incarnation.

What version of the product are you using?
most recent with beta bukkit 1.5.2

Do you have an error log of what happened?
    So far no errors :)

Please provide any additional information below.

I have found the old plugin we used before.
    http://dev.bukkit.org/bukkit-mods/shiftinventory/

Even though it has text commands you really just pressed shift to switch rows or shift and a number to call up a row directly. Warcraft has similar ui to control the vast amount of spells where you can either scroll or do something like shift 5 to goto your 5th row for buffs.

YES. I would like to see this.

idea: scrollbar only scrolls to next bar/row if CTRL is held when either end of the bar is selected. (CTRL+Scroll-left from slot 1 / CTRL+Scroll-right from slot 9 )

-unless you can figure out how to set a pause/find-a-fix when reaching the last slot in the hotbar

i'm on Paper 1.15.2, and it's a touch annoying when i hit '9' on my keyboard and it shifts to the next bar (not a scrollwheel action)
