Quester
Quester is highly customizable plugin handling all kinds of quests. From simple "gather to get reward" quests, to complicated forked story-telling quests. What is even better, everything is customizable on-the-fly directly in game ! No more restarting/reloading your server every time to change something. Don't forget to specify Quester version you are using and label the ticket appropriately. Tickets without label will take longer to review or be ignored completely.
Latest DEV version should be working with recent minecraft versions. See dev builds.

No, there is not and there won't be. There will be option to execute as a player though.

You need dev build of Quester. Releases should work with citizens without any extensions.

But the thing is, I've downloaded it along with 'Quests' and 'Quester' and it still doesn't work. When I start the server, QuesterNpcs gives out the following message evernthough Quester loaded before it http://gyazo.com/b1ac18e86c7d86e8dbdeafabdb34f595

When I do /trait quester it says trait not found, any ideas?

Thanks for the quick reply. I typed "sign" in the command and I guess it interpreted it as the sign item instead of the sign block. Let me see if it works now.

323 isn't a block. Sign block is either 63 or 68.
Currently, I have an objective for a quest that looks like this:
However, this does not work; when I right click a sign at a location 8 blocks away from x=399, y=89 and z=48, the objective is not completed. What now?

One way to trigger objectives is using quest triggers. There are only 2 at the moment, NPC and REGION. If you want to be continuously trying to complete item objective, just create "anywhere region" trigger.
Then just assign that trigger to objective you want to be checking.
And done. Your item objective will now complete as soon as possible. (region check runs every second)
Using npc trigger can help you create delivery quests.

Don't use world pvp property. Use pvp protection based on bukkit events, like worldguard or many other protection plugins. Left-clicking npc is basically hitting another player. If world pvp is turned off, plugins won't know about player hits.
So I'm having an issue with left clicking on a quester npc. I have discovered that left click only works when the mulitverse pvp flag is set to true. This is frustrating as our questing aspect to our server is not meant to be pvp. Is there any way for me to correct this?

I cant make objective with items, which auto completes. I have made obj which requires players to have 10 pieces of paper in their inventory, then next obj which requires them to interact with npc. When they click npc, second objective is complete but first not. It can only be done, when player types /q done. Is it any way to do it automatically?

Only permission provided by default is "quester.use.*". If you want to limit use permissions you will need to add negative use permissions, or add global negative ("-quester.use.*") and then specify permissions normally.
If all users have all permission without setting them, make sure said users are not operators, since PEX grants all permissions to operators by default.
Quester only calls bukkit api method to check permissions, so if they are not working as intended, it may as well be implementation or permission plugin bug.
Permissions have been tested and should work correctly across bukkit versions. (last tested on bukkit 1.7.10)

I tried a few like :
/q event add -3 effect poison
/q event add -3 effect 19
But I keep getting an error (Unkown effect.1)
