Scoreboard will not show when in the world designated in the config under "Scoreboard". If you tp to the world, sometimes you can faintly see the scoreboard appear but after a second it will vanish. The Emerald Shop works so it has nothing to do with a broken config.

Verify if there are error in the console, also tell me your config and plugins to try remake the bug.

I have the same thing...just like him, there are no errors, and the bug isn't really remade. When you are in the world in which it is enabled, it will disappear a few seconds after...currently using latest version beta for 1.7.
