PortalStick supports practically any permissions plugin through SuperPerms. If you don't use a permissions plugin the default values will be used. Here are the permission nodes:

Permission to place portal:
portalstick.placeportal
Default: All

Permission to create Material Emancipation Grill:
portalstick.creategrill
Default: Op

Permission to delete Material Emancipation Grill:
portalstick.deletegrill
Default: Op

Permission to use portals:
portalstick.teleport
Default: All

Permission to create/modify/delete regions:
portalstick.admin.regions
Default: Op

Permission to use anti-damage boots:
portalstick.damageboots
Default: All

Permission for "/portal deleteall" command:
portalstick.admin.deleteall
Default: Op

Permission for "/portal language" command:
portalstick.language
Default: Op
