/ov reload does not work #3

    What steps will reproduce the problem?
    1. /ov reload (no matter from console or from ingame)
    2. It says Config Reloaded
    3. But amounts, new items are not read from config
    4. Only server restart makes ov read changed config file

    What version of the product are you using? 2.1

    Please provide any additional information below.
    Server - Spigot 1.7.9, Java 1.7
