Night Vision Goggles
This plugin's use is for ordinary players who can't use fancy commands for potion effects! All the players have to do on your server is put a pumpkin on their head and they get night vision!
Usage
To use this plugin all the players must do is put a pumpkin on their inventory's helmet slot and they get the potion effect of night vision!

No commands are needed for this plugin.
Permissions
No permissions are used for this plugin yet, meaning all players can currently use it.

It will be so much appreciate if you can make a config on changing the material for the night version on a new update. And I know this sort of stuff are already been said but I just waiting for a config to come.

I would have a few suggestions if you don't mind.
1, I would prefer the item to be configurable, as Pumpkin is rather common item. On some servers like the one i run, we like to implement this sort of features for VIP or Donators, and do not want it to be something that can be commonly gotten. For example i would make it Chain Helmet, or Wither Skeleton head.
2, I would also prefer it to use permissions for the same reasons stated above, we should be able to have a choice to who we allow to use it.
3, It's a nice boost, but an optional side effect would be sweet to have. For example: If equipped during the day at a certain light level you get blindness instead of night vision. When unequiped a 3 second blindness would set in to simulate the eyes getting used to the light level.

But you can't put a Jack O' Lantern on in vanilla Minecraft. He'd have to add some sort of command to put it on the helmet slot.

There's no download link because of the way Bukkit Staff runs this website. Us developers have to open a project, get it approved, then add files, and wait for them to be approved. There is about 24 hours of time that a project like this pops up and the uploaded file gets approved, in which time you will not see a download link.
However, there is a way around this. Just add files/1 after the URL in your browser. If there is a file uploaded, you will be taken to it even if its not approved yet by staff.
A lot of developers, like me, have also gotten around this by offering external links to our development builds on a Jenkins site.
You must also take into account, though, that some project pages are built way ahead of release time to hold a spot. These plugins are marked as "Planning" in the development stage, like this project here. Planned projects mostly do not have download links because there is nothing to download yet as its being planned.
No Download button :(. Also should probably make it a Jack O' Lantern since it would be more logical seeing as it lights up.
