This project is abandoned and its default file will likely not work with the most recent version of Minecraft. Whether this project is out of date or its author has marked it as abandoned, this project is no longer maintained.
This plugin's functionality has been incorporated into Mobs. Please switch to Mobs instead of this one (Mobs is much better anyway :) )
The three most recent plugins I've written - Mob Drops, Mob Spawns, and Mob Spawner - have all had a common theme, and a lot of the code was duplicated between them.
There were also a couple of good suggestions posted in the comments which were much easier (or only possible) within one plugin.
So I decided to do it and release Mobs (currently waiting approval if you can't see the page).
Consequently, the three plugins mentioned at the top of this post will be left to rot and all further development will be on Mobs.
The good news is that there is nothing that can't be done in Mobs that could be in these three plugins, and already a few new features - unique mobs that will drop special items, mobs spawning other mobs when killed, wool colours for sheep and probably more I forgot.
There were a couple of small changes to the config file from these plugins to Mobs so please read the section on the main page (I think the documentation is a bit better over there too!)

It's almost possible. I didn't add the chance element (although I think I will tonight) but it's possible to only allows spawns in the desert, and only at night (either Minecraft night or real night).
You could add a big interval to make sure the landscape wasn't overrun.
I would like to use this plugin as a way to spawn Nether mobs in the overworld, as I do not wish to allow access to the Nether simply as preventative maintenance. I want to set the world spawn percentage of such mobs, like Blazes, maybe only spawning in desert biomes during day or night, but with only a 2% chance of spawning. Does your plugin include such a feature? I just don't want excessive amounts of Nether mobs like ghasts suddenly spawning and destroying the landscape. Thanks.
ah thanks coldandtired. But which other pages you mean? I went through all the comment pages, but couldnt find anything to configurate the file. Or do you mean other pages? Couldnt find any links in the description.

Regions and economy are coming soon. The difficulty is that I don't run a real server myself so in order to test things like that I first have to learn how to set it up on my test server :)
This plugin doesn't create any mobs, it blocks them from spawning. Have a look at Mob Spawner, which can already spawn any mob in any location (co-ordinate only at the moment).

That's odd. The config.yml should be generated the first time the plugin is run if it's not found. However, I will add a default config to the project.

It's supposed to be that way. You need to make your own configuration to specify when spawning should be blocked or allowed. Have a look at the other pages for some examples.
Could you maybe add something like regions.
Or coordinates.
I would like to spawn some mobs in some parts of the world and others not.
And can this also create nether mobs in real world?
It would be great if you could integrate worldguard regions in this.

I'm trying to find a replacement for 'CrowdControl' which hasn't been updated for quite awhile and 'Mob Spawner' looks like it might do the trick but I'm having a problem.
I lease a 'multiplay.com' server so I don't add mods the same as if it was my own computer. Multiplay has a list of, what they call 'Addons' and your program is there, so I added it to my profile. MOST Addons will auto-generate a config or other necessary files once you add the program and save the profile, but some, like yours, don't do that. I don't know how to create .yml files, but I am able to edit them once they are there.
In your documentation here, can you add a default of all the files that end up being in the plugin folder? I can copy them to a file and upload them to my Multiplay server profile, then I can edit them from there.
I know there are a lot of ppl who lease multiplay Minecraft servers, but they all must be more knowledgeable than I am.
Either that or have it auto-generate the necessary files at the time of installation. Several mods do this.

But I just put the .jar file into my plugin-folder. When I start the server, I just get this message:
[Mob Drops] No mobs found. Stopping!
[Mob Spawns] Stopped!
And the yml-file in the Mob_spawns directory just has a link to this page in it, but no configurations.

In this case it doesn't matter which you use as it's still one range. If you wanted 60-65 and 70-75 then it would be easier to have those two yes than 0-59, 66-69, and 76+ no.
Ok i'm getting closer.
Let's say i want zombies only spawn at a height greater than 60, is it better to use the "spawn: no" with heights max 59
or
"spawn: yes" with heights min 60
?

All the conditions in Mob Spawns (and Mob Drops) work by basically asking Bukkit "where am I?" and returning true or false depending on whether the config file has the same values.
So if Bukkit makes a difference between tundra and ice_river then so does the plugin.
If you're using Mob Drops there are a few undocumented commands to show information about your current status (undocumented because I wrote them before I changed a lot of things and they are now incomplete). Use /lwi (with permission mob_drops.can_use_log_world_info) to log the current world values where you are stanfing.

@minecraftyord You can use Mob Spawner to automatically spawn mobs wherever you want (and this one to filter them).
Mobs spawning closer to player has been added to an upcoming version- thanks for the idea.:)

Is there any way to control the amount of mobs spawning in the world? Or even let them spawn closer to players?
@Dereknor Every BukkitDev project has tabs near the top of the screen - Overview, Files, Tickets, etc. and one of these is Pages.
Often, it's just one page called Main but with the more complicated plugins there are usually a few extra pages with some info. In this case it's http://dev.bukkit.org/server-mods/mob-spawns/pages/
Have a look there at the Example and FFAQs pages, which should give you an outline of how to customise your files.
Documentation is definitely my weak point and I'm always trying to improve it (without much success :) )
