I just noticed that playing on a server with moarrows, an issue with the recharge timer occurs often enough to be somewhat annoying. I don't know if it's a problem with the implementation on that particular server, or if it's something with the plugin code or the bukkit/mc code...but... Normally, the recharge/cooldown time is approx. 7 seconds until the special arrow can be used again. However, sometimes the countdown will report a crazy number like "6125078 seconds remaining until may use Compression arrows again." It will then count down from there. Can be fixed by relogging, but makes playing obnoxious since if one is really active, one has to relog often enough that it's prohibitive.
