The original Medic plugin! This has been around so long it's now on it's third recreation. To all of the original fans, welcome back. There are many new improvements and features! This plugin requires SparkzzCore.

- Heal yourself or others with paper (Bandages)

If you're still interested in this plugin, I'm starting work on Medic 4.0 It should fix a lot of issues, run smoother and have plenty more features!
it doesn't work for 1.7.2
Basically, the ability to create multiple types of "First-Aid Kits" via crafting, which can then be used to heal other players via right clicking them (and it will be used up upon use). The amount healed, possibility of removing certain potion effects like poison, recipes, and names of the kits should be configurable.
But now that I see you wanted to keep it pretty simple, my idea might be out of the scope.

Actually this plugin is intended for use with GroupManager. That was pretty much my goal. A server owner sets up a server with Essentials GroupManager, creates a medic group and gives them the medic permissions.
I'm not really sure what you're trying to tell me to add to the plugin. Maybe add more info? Also I haven't worked on this plugin for a while so the band-aid implement should be included in the next update, if I remember.
The biggest irony for most healing-related plugins (especially for the ones with Medic in their name) is that none of them allow players to actually become medics, which does rather add to the redundancy in their purpose.
So one thing you could probably do is to steer away from the "simple healing plugin that any plugin can do" to the "this is a rather unique and fun plugin to use/have because it makes PvP, RPG, or whatever else more fun." Basically, instead of just that small band-aid idea you have in that to-do list, you could expand that to become the focus of this plugin.
I've seen only one plugin that accomplished that goal, but it's now broken and outdated. :|

Would it be possible to allow /heal and /feed to accept an integer instead of fully healing the player? Like /feed <player> 6 would feed the player 3 hunger.

Good idea, I'm not sure how to do it, but I'll try my hardest to get it done!
Would it be possible to add a cooldown so player's can't just spam heals all day?
For the radius, there's an easy way to do it: Check if the healer's x/z-coordinate is <= to the healed player's location.
i would suggest a radius for healing,so that he medic must be near to the other player to heal him.
