InitialProtect
InitialProtect: InitialProtect is a lightweight anti-grief plugin. When a new player joins the server, they may only be joining to destroy things. with this plugin, no one can break/place blocks until someone with the permission notaro.safe (or a server op) types /safe, then a players name. once this is typed the player can then build, before this is typed, every time the player breaks or places a block, they will light on fire for a second, and will be prompted with a message that tells them they cannot build until they have been verified by an admin.
Commands: There is only one command in this plugin:
/safe: Type /safe then a players name, and the player will then be able to break/place blocks.
Permissions: There is only one permission needed for this plugin:
notaro.safe

Unsafe blocks them from basically letting them break or build! But they can still move around and open or close chests and access the content inside, this needs to be fixed up.
It is MC 1.8.1 compatible and runs very well.
I think you need to add this feature to the chest, basically no access to chests until deemed SAFE! I also Agree that the UNSAFE command needs to be added to remove players that me become a problem. As removing players manually did not work!

This is a very simple plugin, I actually was doing the samething but I would let people build by giving them the correct rank with PermissionsEx. However, I must say this plugin would save me a lot of time:
/safe <player> vs /pex user <player> group set normal :P
