• Fix /hc command
  
• Add /repairsigns command (if your signs.yml file is broken)
  
• Prevent Tekkit chestshop item theft with pipes etc (set tekkit to true in the config)
  
• Update potion prices as well as others
  
• Reduce chance of memory leak with /hc enable/disable
  
• Add /hcweb command. (Allows you to configure and disable/enable the web page from in game)
  
• /loaditems is now easier to use and less buggy
  
• Add /hcclearhistory command. (For use with SQL. Clears the hyperhistory table)
  
• Fix /setfloor and /setceiling not sending confirmation
  
• Allow very old versions of HyperConomy to easily update to the latest
  

The /importsql command is not finished.  I wouldn't recommend using it.  The backups should be good for a future update, however.
