What steps will reproduce the problem?

1. Place a hopper.
2. Place a chest adjacent next to the hopper.
3. Attempt to open the placed chest.

What is the expected output? What do you see instead?

A message appears on chat saying "You do not have rights to alter this hopper filter chest."
With an op or user with permission, the chest is placed but refuses to open.
With unopped players, the chest is immediately removed when placed.

What version of the product are you using?

Happens on 1.7.9 and 1.7.5. PermissionsBukkit is the permissions system, however this was tested with and without.

Please provide any additional information below.

I presume this could be because the plug-in has not been optimised or compiled for newer versions of Bukkit.
