We have a very large server and we try very hard to train mods but I've noticed that hawk has some design faults that really make it easy to screw up the entire server.
The biggest one, is the fact that when no radius is defined, or when someone accidentally hits "t" rather than "r" the rollback gets applied to the entire server. The typo is extremely severe because it adds a large number of time to undo.
I feel that every hawk commands should have a minimum radius set in the config, and even if you leave it out, it would still apply.
The only way to enforce the rollback server-wide would be to specifically add a parameter. It's too easy to rollback more than you want, and /hawk undo isn't perfect.
