Added server_life_scaling configuration/feature. By default, this feature is disabled

• Adds the ability to have lives added to the server as more players join
  • Requires global lives to be enabled
• Rate of lives added is dependent on the number of unique players
  • 0.5 adds 1 life for every 2 unique players
  • 1 adds 1 life for every unique player
  • 2 adds 2 lives for every unique player

Updated Lives and SetLives to support viewing and updating global lives without referencing a player

• Adds the ability to change global lives without any active players on the server
