Version 1.3.5 has been released, add colours to each tip! Now set default minimum repeat time to 10 seconds!!!
This plugin gives players information and unknown knowledge about custom games, plugins and information about how to play. You can provide any tips entered by the owner of the server, all languages supported, custom formats, colours and layout for how you want to customize the game tip, you can choose how often they appear in seconds (minimum 10 seconds) and send them to players with certain permissions!
Default Config (Supports colour codes and UTF codes)
Repeat Time: 10
Prefix: "&9Game Tip &b"
Default tips.txt Layout (Now supports colour codes and UTF codes)

Commands
/gametips » Help menu for the game tips plugin and information about the plugin.
/gametips reload » To reload the config and tips.txt safely.
Permissions
gametips.receive » Allow players to receive tips. (Default = OP)
gametips.reload » Allow players to reload the config and tips.txt file. (Default = OP)
How to install the plugin
Step 1 » Download the latest version of the plugin.
Step 2 » Drag the downloaded .jar file into your /plugins/ directory.
Step 3 » Reload or restart your server and the default files should be generated.

There seems to be a problem with the /gametips reload command, it adds the default message back in

Simple plugin but pretty effective at what it does, not bad.
Edit: Why are you checking if <Player>.hasPermission or if <Player>.isOp, OP gives all permissions so the only method call needed to be ran is <Player>.hasPermission, also why are you using methods for sending errors & help messages? sort of useless to do that as you're rarely using it.
Other then that, I don't see many flaws.
