What is FramePicture?
Frame Picture is a plugin that can draw images in a itemframe.
-> How to install
1. Download the newest FramePicture.jar
2. Download the newest ProtocolLib from http://dev.bukkit.org/bukkit-plugins/protocollib/
3. Stop your Server
4. Drop the FramePicture.jar into your plugins folder.
5. Drop the ProtocolLib.jar into your plugins folder.
6. Start your Server
7. See the Tutorial
-> Tutorial
1. Install the Plugin and ProtocolLib.
2. Join to your Server.
3. Place a item frame
4. Search a photo in the internet
5. Type "/fp set URL" in the chat
6. Interact a item frame
7. Finish!
-> Supported file formats
FramePicture supports the file formats .gif (no animations), .png and .jpg.
-> Multilanguage
This plugin supports multilanguage.

Latest Spigot build from BuildTools and latest Protocollib 3.6.3-SNAPSHOT.
However it does not work that great as I expected. I will open up a ticket for that.
Im trying to use @Krauti2 what is your server type version and what plugins you install for frame picture to function?

Nope, the plugin hasn't actually been updated to 1.8. All the imports are still from v1_7_R4.
The 1.8 version doesn't work in Spigot 1.8:

[FramePicture-1.8] This FramePicture version is for Bukkit 1.7.10!

... nope... both on Bukkit 1.8 and Spigot 1.8 I still get "You use a non-supported bukkit version! - This FramePicture version is for Bukkit 1.7.10!"
I would really like to try FramePicture *without* the version check. It just might work.

Yeah we need this plugin to be updated, it's amazing and no other plugin can use multiple item frames like this one does. Where did the dev vanish to? lol

Confirmed with ProtocolLib v3.6.3-SNAPSHOT @ git-Spigot-47b1dff-f233e7d FramePicture does not load for the same reason.

Using version 1.7.3. I'm having an issue that when chunks are unloaded, either by moving away or restarting the server, some frames don't seem to load in just showing the item frames.
Even doing a /fp get shows the ID and such but nothing. Doing a /fp reload doesn't fix it either. And its only on some frames which is whats really odd. No errors in console either.
When reloading or starting server it shows all the frames loaded so I'm not sure whats going on.
Yes, please update. I'm running Bukkit 1.8 from Spigot.
Actually, this is the first plugin I've come across that actually checks the version of server software it's running under. I have to ask: why??? There are many old plugins out there that work fine under newer releases. And many that don't. We're OK with trying them to see if they work...
Chances are your latest Spigot version would work fine on Bukkit 1.8, if you just skipped the testing... Or maybe just issue a warning?
The dev build will not work on the actual Spigot 1.8 release. I got the same error as the person commenting below me. Please update, this plugin is amazing and the only one of its kind!

Ignore my last comment - now know that you can just put the existing image store on the server instead of a URL and it links to the right file.
Nice work (although I couldn't see reference to this in the instructions)!
Works wonderfully on our spigot server. Would be cool if you could re-use an existing image from the library of images. Like:
/fp ID 5
Then interact with a frame and it puts on the image that is assigned to ID #5.
