FleetingDisguises
This plugin uses DisguiseCraft's API in order to set a per-mob time limit on disguises. It also adds a cool-down between disguises.

Features:
- Allows you to set a time limit on disguises.
- Allows you to set a cool-down between disguises.
- A permission node allows for exempt from the time limit or cool-down.
Permission Nodes:
Defaulted to ops
- fleetingdisguises.*: Has full FleetingDisguises privileges
- fleetingdisguises.timelimit.exempt: Has no disguise time limit.
- fleetingdisguises.cooldown.exempt: Has no disguise cooldown.
How-To:
- Download the plugin and place it in your "/plugins" folder.
- Restart or reload the server.
- Edit the configuration to choose disguise and cool-down lengths.
- Restart or reload the server.
Is there any way to have different cooldown times? for example, player x that belongs in group x gets 30 seconds as a chicken, and player y who belongs in group y gets 60 seconds as a chicken. Would that be possible? If it would, it would be amazing :D

It doesn't make a FleetingDisguises.cfg though.

It doesn't use a config.yml. It uses a FleetingDisguises.cfg
I downloaded it but it does not create a config.yml. I do not know why. It is v0.4.
This nerfs Disguisecraft. Thank You! Now disguising is 1000X less op!

The work required to implement that is not nearly worth the result. :/
Suggestion:
Make it possible to set a extra/second value for cooldowns and so on in the config, and the player with the permission for it, have a shorter cooldown-time and so on :) Would be nice Nice plugin. Loveit.
