Citizens version: 2.0.25 b1733

Error code (use a pastebin or hastebin): none

1: Shift + click (stack) allow to buy stack over limit
2: Right click allow to buy as many items over limit

To reproduce:
Create npc, shop, add item, set price and allow buyng (or selling) with shift and right click
Set limit to 5 and time to 1m
1: if you have not reached the limit, you can buy 64 items with shift
2: Right click on item, enter 100 or any number

Possible fix: if player wants to buy more than limit, cancel trade and send message
