I have recently been messing around with essentials and other plugins that have and use the command '/rules' I look into it and I found most, if not all would have a message set before the rules.
This is where my plugin comes in handy, say you wanted a specific message before showing rules like 'Server rules:' or anything else you wish to show instead of for essentials 'Rules Page 1/1' or anything otherwise, my plugin over-rides the /rules plugin from essentials and was tested, I don't know about any other plugins like this, this plugins has a configurable file that can be changed to show rules and a specific message before the rules. There are no permissions to this plugin
