What happened?: Currently there's no way of having a gun require a charge time before it can shoot.
What is supposed to happen?: Have the ability to set a charge time on the weapon so you have to wait some time before the gun will shot. Example: Charge: Enable: true/false Charge_Time: in ticks Sounds_Charge: sounds played while charging
How it will help?: It would allow items like miniguns, lasers to have a little charge time before they can shoot, minigun would "spin it's barrels" and lasers would "charge up".
Also I hope you'll add, when 1.6 comes out, the ability to have custom sounds from the resource pack.
I will confirm a windup feature is planned, but will most probably be unlike anything you have just described. Popular to contrary belief, there is no simple method of checking if a mouse button is being held.
EDIT: Planned, but dismissed. I'm placing this concept on the back burner.
I'm aware that you can't check if a mouse is being held but I was thinking you would simply click to shoot and the "wait time" would start, playing the sounds, and then start shooting after the time set passed. Maybe also add the feature to choose to stand still for it to work or it stops (good for an RPG like the Javelin), or maybe if you click again it would stop the charge (minigun), or simply there would be no way to stop the charge (laser).
