CombatCrits
The art of combat has just been increased in complexity, with this plugin your users will be able to see when they get/receive a headshot or a crippling shot. Of course, when the user gets one of the aforementioned critical hits, the amount of damage will be increased (plus slowness for crippling shots). One needs to fully charge the bow to achieve a critical hit, thus eliminating the usefulness of spamming arrows. There are also knock-out shots for regular PvP (occurs when you headshot someone from above).
AxeCrusher - Right clicking the ground with an axe will push a player, within a pre-defined radius, away to do a “push” attack, knocking a mob or a player away 12 blocks with confusion and blindness for a few seconds, with a large knockback. The action has a 16 second cooldown (can be varied in the config).
Added Dash - While holding ID 34, they can right click 6 blocks away at an enemy to teleport to them, instantly doing 3 hearts of damage to them, ignoring armor. They cannot be harmed (the person USING dash) for 4 seconds, 10 second cooldown (can be varied in the config).

I agree with you @TerraVale accept the part where there is a cool down for blocking. I kinda like to spam blocking. @GizmoRay I really hope you can faster implement the crits for pvping and not only for bows. I would definitely download this plugin
I'm not exactly sure what you're aiming for with this plugin, however I have some hefty suggestions! :O
For the bow, I initially had the idea that headshots would do more damage (of course) and shots to the foot/ankle would cripple. Sure, nutshots do apply - but only on some occasions! For continuity throughout all genders (and not including specific vulgarities in the process) I'd like to suggest moving the nutshot to an ankle shot, or just adding them both into a configuration! :D
Another suggestion would be to have the opposite of damage drop-offs. For such projectiles that a bow would fire, the mass of that object (an arrow, to be specific) would typically and generally speaking gain more force the longer it travels due to gravity and it's acceleration on the x/y axis (2 dimensional pane, for example purposes!). It's also a neat feature. To sum it up, the longer the arrow travels, the more damage it does - though limited, of course. There could be 2-3 deadzones during the arrow's travel, the first being within <10> blocks, second within <20> blocks, third any larger than 20. Configurable damage modifiers would be great, if you so decide to introduce this mechanic. :)
Third, being how you notify the user of a headshot or any other modified-crippling-shot. Text is okay in many circumstances, especially if you wish to present variables such as the extra damage and what type of damage the user has applied. Unfortunately, combat is a large aspect of minecraft and a PvP battle could potentially clog your chat, degrading from the whole experience! This is why I urge/suggest/recommend implementing some visual stimuli, or the option to have none at all (if this exists). I do know that craftbukkit's current API would let you spawn entity effects, one of which being a block_break effect. Off the top of my head, you could try adding the block_break effect for red wool, offset near the target's head or feet or groin, respectively.
Last, regarding some not-so-common PvP changes that would really unique-ify your plugin. I brainstormed a neat idea for Bow-Versus-Sword interactions. I would probably be putting these ideas to use in my own plugin, but seeing as to how I have limited knowledge of java-based programming and am also relatively busy nowadays, it doesn't seem to be the greatest idea! When the opponent is attacking a sword-wielder with a bow, there should be, realistically, some mechanism to reduce or refract damage from incoming arrows. Blocking, to be precise - but accurate blocking. The sword-wielder would need to block 1 second before impact with the arrow occurs, reducing incoming damage in half, depleting some weapon durability, and playing a "tool-breaking" effect (the effect that is present when a tool breaks, the sound fits as well). To prevent users from spamming block to achieve this damage reduction, a cooldown!
I do understand that these ideas may seem extremely overwhelming, but please consider! I took time to write out all of my current PvP ideas and strongly believe, if you can introduce them (some of them), would make your plugin very flexible and fun. I also have prior knowledge with photoshop if you continue developing, I love to make vector graphics! (Providing you want to have a custom design/logo/representing image) :)
