    What steps will reproduce the problem?
    1. Get Unbreaking axe.
    2. Cut down tree.

    What is the expected output? What do you see instead?
    Less damage than an axe without unbreaking, but they're equally as damaged.

    What version of the product are you using?
    2.2.1

    Do you have an error log of what happened?
    No error log.

    Same problem! I've tested and confirmed this is an issue.
