ChestRestriction
ChestRestriction blocks users from putting specified items into containers (other than their own inventory). It will simply put the item back into the player's inventory.
Usage: /cr add [ItemID] - adds ItemID to the list of blocked items /cr remove [ItemID] - removes ItemID from the list of blocked items
Note: Currently only accepts ItemIDs. No item names or damage values (sub-item IDs like wool color) currently supported. Will work on that, especially if there is interest.

If anyone is looking for a plugin that does this, but is a bit worried about using one that seems to have been abandoned, I have a plugin that does exactly what this one does called ContainerDedication, plus it does a few more things too.
SO close to what I want, I'm in need of this exact plugin except have a cooldown on how frequent you can deposit certain blocks in chests.
This is sooooo close to being the plugin I've been looking for for a long time. But what I need is one that works on a whitelist instead of a blacklist. Usually what I want is the ability to say "this is a container that is only capable of containing items of type X" and with this plugin the only real way to do that is to issue N-1 commands, where N is the total number of item ID's in minecraft.

And there is a small insignificant issue, if you just type /cr it will give an exception [WARNING] Unexpected exception while parsing console command "cr" org.bukkit.command.CommandException: Unhandled exception executing command 'cr' in plugin ChestRestriction v1.0
It's cool but I need a plugin which allow players to put only one type of item into chests but they haven't got permissions to take anything from them. Can you make it?
Does this mean that blocks like the smooth and hieroglyphic sandstone and colored wool can be put in chests? or does he only look to the ID and thus block all blocks with the same ID(all sandstone blocks, all wool blocks, etc.).
If damaged armorpieces/tools are not affected when you want them to be blocked... i would love to see that being fixed.
i am thinking of an almost vanilla in which people build castles in creative mode in preparation time and then get their inventories emtpied of all armor, tools, weapons, potions, recipients of potions/tools/armor/tnt etc.
but ofcourse in need to include the chest to be cleared of those materials. otherwise people use the preparation time to build a huge storage house full of arrows, TNT, potions, enchanted books etc. etc.

Alrighty, so after neglecting adding features to this plugin for a while, I'm going to work on it today and try to get it to be more functional.
I'm going to completely redo the config to actually use config.yml like it should, as opposed to the way more silly and complicated txt file I was doing. I'll also add perms and extra config options.

I'm going to redo the blocking/allowing part of the plugin. I'll make a config option that lets you set whether the items you list are the only ones to allow in a chest, or not allow in a chest. This way everyone can use it to for their own purpose :)

can you make perms so i can let certain ranks on my server put certain things into a chest that lower ranks cant
Wouldn't this make more sense the other way round? So you have to specify the items allowed in the chest? This will allow people to use it to keep a strict organisation system, like only stone blocks are allowed in this chest etc. This is the only thing I would use this plugin for and I really would like to but cba adding every single item in the game to the block list.
