What is the enhancement in mind? How should it look and feel?
can u just add simple permission like:  chesticon.create
you can even add a simple config file that has use permission: false/true

Please provide any additional information below.
i like using the chest icon frature but i dont want EVERY player on the server to use it.
you can make it false by default so it can still require no config or permission but if you want to use permission you can set it to true and give the permissions.
