Updated for better BarAPI support plus config changes

• Better integration with BarAPI, uses automatically but won't throw error if you don't have it
• config file will now generate allowing settings to be changed
• Different refresh rate for different liquid types
• Different thirst rate for desert, savannah and jungle biomes

Disabling BarAPI in config doesn't always disable successfully

**If using BarAPI**

Enderdragon visible
Bar disappears when you turn sometimes

Both are issues between BARAPI and 1.8, not thirst.
