This plugin will help you to do it.

Plugin just deny breaking of all blaze spawners.
To let some users bypass denying breaking blaze spawners, use permissions(see below)

Players with permission 'cfblazeprotect.exempt' will be able to break blaze spawners.
Installiation:
Download, drop to plugins folder, and restart server.
