With the implementation of this feature into vanilla Minecraft, this plugin will no longer be necessary.
BasicMinerXP
BasicMinerXP is a very small plugin designed to reward miners with xp. By default this plugin will have very little impact on server balance rewarding only 1xp per 5% of stone mined. Dirt, grass, sand, gravel, sandstone, and netherrack also yield rewards but only at one fourth the chance of stone.

- Rewards breaking stone blocks 5% of the time with 1xp (configurable)
- Breaking dirt, grass, sand, gravel, sandstone, and netherrack reward one fourth that of stone.

Installation
Drop in plugins folder and you're good to go. If you would like to configure the percent chance stone will yield experience edit the "Chance" option in the config. Valid values are 0 through 100. The reward given can also be configured, valid values are 0 through... how much xp can one block give you? ^^
Notes
Though this idea is fairly straight forward, seeing Daredevil's ExpMiner got me motivated to create my own plugin. If you are interested in a plugin similar to this one but with tons more features I recommend Daredevil's plugin. This plugin is entirely original work and was designed as a lightweight alternative. For comparison ExpMiner v1.5.3 is 15,322 bytes where as BasicMinerXP v0.1.0 is 2,009 bytes.

Unfortunately no. You will have to seek a plugin that has this type of customization in mind. Perhaps something like Daredevil's ExpMiner is something you should look at?

This sounds like a really cool idea, but is outside the scope of this plugin. I would be interested in seeing a plugin like this developed.

Agreed, I'd like more control of which blocks give how much XP returns. I'd also like to be able to change the amount of XP mobs drop to further shift the ratio of mining-to-hunting gain. Some of my users are clinging to their xp grinder farms and I'm trying to get them out of their holes and into more active play.
Oh, and a reload command so you can test changes easily without rebooting.

Great mod. Is there anyway that we could get more specific configuration such as setting the xp dropped for certain blocks. Also could we configure a range of xp such as mining 1 stone has a 65% chance of dropping 1 to 3 orbs?

Ahh, that's a neat idea... Especially since miners wouldn't be able to get enchanted tools without killing monsters otherwise.

The rewarded experience is added directly to the player's experience meter. It works just like collecting experience orbs from monster kills.
By default, it's designed to reward players for extensive mining. It isn't meant to replace monster hunting as the primary method of "leveling up". Of course the amount and frequency of the xp gains can be modified.
