Added config option to enable only placed barbed wires recieved from /bw to damage players

• The option is bwIsCustBlock, which defaults to false. When this is false, every cobweb in the world are barbed wires and will damage players.

Next up is making barbed wires into a craftable recipe, so it's a bit more minecraft-like.

Only deals damage when the player moves.
