Plugin

• Added a check to see if the banee had the notify permission, if does, no longer sends the message twice
• Added Metrics stats (simply allows me to see how many people are using this plugin etc and can be disabled within plugins/PluginMetrics/config.yml)

Web Front End

• Now displays ' & " characters correctly in ban reasons. Simply overwrite your current viewip.php and viewplayer.php files.
