AreaProtect
AreaProtect is a very simple and lightweight plugin that allows players to create their own protections with worldguard. No need for an Admin/Mod to create protections manually, players can now safely create and manage their own protections. You can limit players maximum areas or the size of the areas they can create (and much more) using customizable groups. Players can also customize the flags of their areas like greetings and farewells.

You have your priority's wrong, A higher number is a higher priority. So 3 is higher than 1. Make the regions priority 1 and the side walks priority 3.
The side walks need to be a higher priority so the regions don't inherit them.
(I've done it before, It makes sense that 1 is a higher priority than 3)
Bug Report:
If a player owns a region inside of another region, then they can type /ap addmember <name> and that player will become member of all regions that sender is in. For example:
In Spawn City, i have a region with priority 1 around the entire city. Then i make player regions with priority 3 so they can build on their plot but not the sidewalks. If that player tries to add a player to their region, they stand in their plot, which is in their region (i created by hand) and spawncity region. Then that player can build in all the sidewalks :/

The plugin don't work on my server, i have this error :

Some suggestions.
- Keep it simpel, "/ap create name" should use the max area size in the config.
- These flags: "use" and "pvp" by default "deny"
- Also enable this flags with ap if they want it back on.
- Max areas and size per group/rank

Players can not make areas that overlap with other areas not owned by them.
What happens if i protect the server spawn with worldguard and some player claims the server spawn area with areaprotect ?

Well it uses World Guard for the regions, so it uses World Guard's MySQL support.
Sir this is a nice and simple plugin. :)
Are you thinking about adding mysql support or does it uses worldguard mysql database?
any chance on intergrateing a intergration into BOSEconomy? if so could you make it <x amount of blocks>: <cost x amount of $>

Welcome, glad i could help. The problem wasn't even in the code, you just forgot to put something in the plugin.yml
