Admins Tools v0.1

The version v0.1 contains:

usage	for	permissions
/report (player)	to report players	n/
/reports	to view all reports	only for OPs
/service	when a player click this, print a message that says "the admin ... is in service (in spanish)"	only for OPs
/reports clear	delete all reporteds (BETA)	only for OPs
