Introduction
The Hang Rail add-on was a TrainCarts request that I liked as well. However, it was a bit too 'different' to just put it in Train Carts (causing everyone that used iron bars as visual styling to get bugs). For that reason, you can install this add-on next to TrainCarts to add minecarts suspended on iron bars.
Other than that the rail is now not below the minecart but above it, there is no change in minecart movement physics. You can make turns, go up and down and can even make X-crossings and T-splits. Everything blends in with other rail types by utilizing the (new) TrainCarts rail API.
Installation
Install TrainCarts and then add the jar file of this add-on to the plugins folder as well. It will automatically register the new available rail type.
Usage
By placing iron bars in a horizontal line you can create tracks. To get a minecart on these tracks, place a normal track leading to it 2 blocks below it. When the minecart leaves the tracks it goes onto the hang rail and stays there. There are no commands or permissions you have to set up: just place the rails and you're done.
TrainCarts signs can be placed on top of the rail, that is, place a block (such as stone, grass, wood, etc.) on top of the rail and attach signs to it. All signs, including stations, spawners, etc, function. Path finding also supports hangrails.
How to show that suspension block above?
You can change the block displayed in the Minecart to be this block. In this case, use the two commands:
/train setblock cobblewall /train blockoffset 48
Similarly, with a blockchanger sign:
[train] blockchanger 48 cobblewall

Metrics
This plugin sends server count and dependency statistics to MCStats.org. You can (globally) opt out in the PluginMetrics/config.yml file.

Does this plugin listen for the VehicleDamageEvent in any of it's code?
@MineCraftGuyNL It does prioritize normals rails over hang rails, so using iron bars as overhead lines is no big issue. However, if the train leaves normal rails the iron bars will take over. I tested it, and there are no problems with using iron bars AND normal rails at the same time.
@AapjemetSokje You place one solid block on top of the hang rail and attach detector signs to that block. (up instead of down)
@elpedriyo It is, honestly. TrainCarts works for obth 1.6.2, 1.6.4 and 1.5.2. It could be there are some bugs to be resolved in the 1.5.2 version for BKCommonLib though, as it's quite old now.
Please do it compatible with 1.5.2

It is buggy if you use iron bars as overhead wires.

Wow, I love this plugin... the minecarts run so smoothly as well and they don't bug out either.. You my friend, are awesome! ;D
In what way does it bug iron bars? I really want to use this plugin, but it'd be on a theme park server which does use iron bars as detailing and decoration in quite a lot of places. If it's too buggy for me to use, could you try spending some time making them less buggy somehow?

he nice work i can now finaly make an cable cart but can you make an boost sign for this becouse a block under the cart looks ugly for me so somthing like line 1 [trains] line 2 boost line 3 nothing line 4 nothing hope you will add it @sieb2 the owner of minefish

If TrainCarts isn't working, then this plugin won't either. It's an add-on. Check whether you can make trains by colliding two carts into one. Also, be sure to use TrainCarts v1.72.9, it does not work on v1.72.8.

@rambonl12345 My bad, you need BKC 1.54 (official is now up) and TrainCarts 1.72.9-SNAPSHOT (current latest, I fixed a slope bug recently that caused trains to stop at hangrails)
