Development builds of this project can be acquired at the provided continuous integration server. These builds have not been approved by the BukkitDev staff. Use them at your own risk.
Download WorldEdit and extract the WorldEdit.jar into your "plugins/" folder.
Give out permissions (full list available below; give dispenserrefill.* for all).
Run your server and DispenserRefill is installed.

Commands
/autorefill [cooldown] - Changes the container mode to infinite
/refillcooldown - Prints out the remaining cooldown time

dispenserrefill.general.destroy - Allows users to destroy infinite containers.
No there are no dev builds. It wouldn't make much sense to keep providing them for this plugin anyways due to the fact that updates are not needed for every new Minecraft-Version. In fact updates happen when new features are ready.
The next official build is planned to be the Zero-Dependency build which works without WorldEdit. There is no ETA yet though.
Absolutely correct. The builds here are the most recent builds. They are tested with all of their features and as such you could call them "stable releases". Even though they are declared as being alpha versions they are completely secure to use (except for a few problems in the database backend maybe). The only reason for them being alpha versions is the fact that version 1.1.0 is the Zero-Dependency version and that feature (or fix depending on how you look at it) is not yet completely implemented. Even though I already added most important parts and wrote the library which will be used internally to replace WorldEdit and make maintenance in all of my plugins easier.

Version 1.1.0-A4 (Dropper Update) has been released. It contains some changes (including support for different containers like Droppers) and some cleanups in the code which will allow the plugin to run on future versions of Bukkit without major code changes.

This does not appear to be working with 1.6.4-R1.0 (released). I did try 1.1.0-A3.
If I set the dispenser to /autorefill 600, empty the dispenser, and then wait for /refillcooldown to say "there is no cooldoown left" the dispenser never refills. :-(
Bukkit is not yet stable on 1.6.4 so there are currently no update plans. Also in most cases the plugin survives updates especially in revision updates (most of the time even major/minor updates ...).
This is currently just a placeholder and may be replaced with something different in the future. That's why it's actually there.
Also it doesn't really matter due to the fact that the additional space allocated in the file is so tiny that you shouldn't even be able to tell the difference.

WTF. this does not even work!!. It says the dispencer is infinate, but it isnt!

Is there a reason for having them as values under random hashed keys instead of just having a List<Map> in the configuration?
