  1. x = -1(no limit) or a number 0 through 100
  2. ex.
  3. chunkown.limit.-1 = can own any number of Chunks
  4. chunkown.limit.23 = can own up to 23 Chunks
  5. chunkown.limit.0 = cannot own any Chunks
  6. chunkown.limit.100 = can own up to 100 Chunks
