The Pest Controlling Plugin
The essential pest control plugin and general creature manager. With per world setting, control over which blocks creatures are allowed to spawn on, what types of spawns are to be stopped and which creatures are to be stopped from spawning (along with so much more (see below)) this plugin is perfect for those big servers where the aesthetics of the world are ruined by the huge quantity of torches required to keep the creeper from spoiling the beauty of your world.

Installation
Simply drop the downloaded jar file into your plugins folder (or equivalent). To prevent an error, create an ebeans.properties file in the same folder as your server jar. When the server is first run with the plugin installed, the config.yml file and the plugin database will be installed in the plugin folder. For details on the configuration file, click here

As far as I know there is no cap on how tall a zone could be, but I will look into it. I also didn't know you could change the default maximum height to be greater than 256 blocks, so that might be part of the problem.
is there way i can set zone 500 block high. it seem to be caps and i want where mob spawn on top high building

Unfortunately, not as such. Currently the zones features allows you to specify areas where you don't want mobs to spawn. You could use this, but it would cover slightly more than the spawn radius as at the moment only cuboid zones are supported. I will work on adding spherical zones to the next update that would allow you to do exactly what you want. (Also, if you really wanted, you could setup lots of little zones to cover the whole of the spawn radius).
is there a way to protect just the spawn radius from mob spawning?

i found out that just issuing /gamerule doMobSpawn false got it do what i wanted without plugins. they still spawn from spawners XD

Can you post your config please?
i have config set that monsters only spawn from spawners and nothing else, yet monsters are still spawning EVERYWHERE. I only want monsters to spawn from spawners, not all over the place.

Unfortunately not as this plugin only controls natural spawns, it does't cause them. However, my other plugin Horde may be what you are looking for (I am going to update it very soon).
Can I enable creepers to spawn in the end or nether with this plugin? If so: how?

An update will be out very soon. With it will come support to stop both village invasions and zombie villagers from spawning.

Hmm, that sounds odd. I don't know how /reload works these days, and as such don't recommend using it. I made the ams command console only for security reasons, although in the next version I will make the command available to ops in game. Also, when you say that it doesn't work at the console, what do you mean?
Hi, after a /reload, the config file resets back to its default settings... Using the /ams command gives me the message "Please use this command from the sever console" But it does not work from the server console too..
