This project is abandoned and its default file will likely not work with the most recent version of Minecraft. Whether this project is out of date or its author has marked it as abandoned, this project is no longer maintained.
This plugin, UltraTroll ^, adds in loads of cool ways to troll your players, if they have broken the rules or just for fun.
Here is a list of commands:
/fakeleave: Fakes a player leave.
/fakejoin: Fakes a player join.
/burn: Lights a player on fire.
/pigbomb: Drops a pig with TNT on its back on the player.
/pignuke: Drops 10 pigs with TNT on their backs on the player.
/error: Kicks a player with an error message.
/name: Renames a player to I_AM_STUPID.
/unname: Resets a player's name.
/fakemessage: Fakes a chat message from the player.
Chances are he's using a depend: [TagAPI] in his plugin.yml, if you remove that and change it to softdepend: [TagAPI] and make sure not to use /name, it should work.. however if you do use /name it'll throw a NPE in your console.

You actually need TagAPI for the plugin to work, not just for /name.
I have spigot 1.8 and the plugin didn't load till I got TagAPI.
EDIT:
I can't use /name even with TagAPI. When I type /name <playername> nothing happens. And when I type /gargle, nothing happens.
But the rest works perfect. Nice plugin,
