This plugin needs a stable permissions/chat environment. VAULT IS REQUIRED.

THIS PLUGIN REQUIRES THESE PLUGINS: Vault
You can use local chat channels with Herochat or Essentials. Then this will take care of global chatting. DO NOT make a channel for global chatting. Only local. ShoutCraft adds "shouting" (global chat) to the game. The formatting and timers are all configurable in the config.yml file. The plugin name, plugin source and plugin thread/project may not be copied without permission from boss86741 aka myname32123.
Permissions:
- shoutcraft.shout (Allows you to use the command /shout. /shout command timer in config.yml.)
- shoutcraft.timer.bypass (Allows admins/mods to bypass the /shout timer completely.)
- shoutcraft.mute (Allows admins/mods to disable shouting for a specified player.)
Commands:
- /shout <message> (shoutcraft.shout)
- /muteshout <player> (shoutcraft.mute)
- /unmuteshout <player> (shoutcraft.unmute)

Can you make it so we can make a custom layout for it so we can make it say what we want it to say when we do /shout
I am getting ready to do a few things:
Add the muteshout command back WITH an unmuteshout command.
Add support to configure the format of shouting!

Yeah just tested it out on my test server. I type /shout <message> firstly not as an op and then as an op, with both ranks it just doesnt display anything?

OK! It is now compatible with vault. It was actually easy to do but there are some command bugs so please report any!

I believe if you hook into the Vault plugin's API, your plugin will be able to handle all popular Permission plugins.
At the moment I'm using EasyShout... It has a couple bugs (it throws an error when a player tries to use the symbols "$" or "\" in their shout message). I will be moving to your plugin if you implement bPermissions. I'm way too integrated with bPermissions to make an easy transition over to PEX.

Possibly in a little while. This is my first plugin so I don't know SOOOOO much about java yet. However, PermissionsEX has the same config as bPermissions except the groups and players are in the same file. It even has the same prefix system so you can also consider getting PermissionsEX. LegendaryCraft uses PermissionsEX and hero chat actually.
Any chance for bPermissions support?
